General Manager
Summary of Position
Our client is a waste management service provider in Cambodia. They are looking for a General Manager who is responsible for overseeing day-to-day operation of the company, developing strategies, managing staffs and other tasks delegated by the Board of Directors. He/ She will be based in Siem Reap.
Main Duties and Responsibilities
- Receive strategy from the Board of Directors and define implementation plan, define and secure resources needed, allocate responsibilities amongst staff by capability, schedule and perform implementation, monitor implementation and results
- Coordinate the operational work with the Department reports of General Manager, Deputy Head of Operations, Operations Advisor, National Financial Manager, Customer Service Manager, HR, Admin and Purchase Manager
- Insure respect of Budget and cash forecast validated by the Board of Directors
- Develop a pricing strategy and support Customer Service department in negotiations with key customer
- Represent the company to government authorities, various institutions and customers
- Make operational adjustments to comply with waste management contracts and meet budgetary goals
- Comply with and ensure that other staff comply with the established procedures and internal policies of the company, with a specific focus on Health & Safety
- Direct management responsibility over Internal Audit
- Initiate the development and expansion of the company as well as the diversification of the activity on waste recovery as per Board strategy
- Compose and deliver on-time reporting to the Board of Director and local authorities
- Authorize all operational expenses < US$ 10,000
- Full compliance with Tax law, Labor law and other regulations
- Achieve following targets defined by the Board of Directors (this list is not exhaustive)
- Develop the waste recovery activity such as recycling, composting, waste-to-energy solutions
- supervise on technical study, approvals, purchase of equipment, building of the infrastructures, and actual implementation
- Source new vehicles and equipment to improve the operations, renew and overhaul vehicles and equipment as per validated Budget and Cash forecast
- Coordinate the consultancy for legal or technical advice
- Strengthen control on key expenses (fuel, spare part, maintenance, salary, others) and reduce the use of cash, avoid moonlighting
- Insure accuracy of schedule for waste collection and mitigate the risks of bottleneck by following-up on fast repair, efficient transfer of waste, stability of manpower (insourced and outsourced)
- Follow-up on the landfill’s operations and improvement works
- Increase the customer coverage and insure good control on cash collection
- Continuous improvement and development on the internal processes and the ERP system
- Daily monitoring of the waste collection on GPS system and regular update on the schedule
- Maintain the site and housing for staff in good condition
- Support awareness programs and work on solutions for poor communities

- Expat with background in engineering or finance, who are good and experienced in staff management
- Need to have had experience working in Cambodia

- Experience managing lot of cash and logistics
