Head of Treasury

Summary of Position

Our client is a local MFI in Cambodia. They are looking for a Head of Treasury who will be in charge of the accurate preparation and portrayal of the organization to external stakeholders and to its parent company, board members, shareholders, etc, as well as ensuring the corporate asset and liability management, including liquidity management. He/she will be based in Phnom Penh.

Main Duties and Responsibilities

Organizational Development

  • A member of the senior management team, the HFA is responsible for providing inputs on review of policies and procedures, through his/her own initiative, or as proposed by the CFO, CEO or COO
  • Provides effective leadership and strong management to all team members under responsibility, promoting growth of these and commitment to the organization’s corporate values
  • Manages the risks inherent to the department, and coordinate with the risk department as required.

Reporting and Risk Management

  • Leads all statutory reporting to the National Bank of Cambodia in liaison with the IT department for setting up of associated templates and integrations, where relevant
  • Prepares all Asset Liability Management projections and escalates concerns raised in projections related to various financial risks
  • Manages strategic treasury activities, inclusive of cash flow forecasts, bank partnerships, and debt management
  • Prepares financial reports to Parent Company in a timely manner and compliant to directives given
  • Assists the CFO in the preparation of monthly reports to management and board

Lender Management

  • Coordinates information to be provided to prospective lenders in carrying out their Due Diligence, and all on-site and field visits required by these in this process
  • Follows-up Due Diligence carried out to ensure transparency and accuracy of data to be provided to these
  • Prepares regular reports to lenders as per the defined specifications and template, and liaises with the IT department for setting up of associated templates
  • Informs lenders in case of covenant breaches and determines, with the CFO, the path(s) to resolving these accordingly
  • Escalates and resolves areas of concern as raised by lenders
  • Acts as the primary contact for all ongoing lending relationships, building strong and durable partnerships based on transparency and shared ideals

Other Requirements

  • At least 3 to 5 years’ experience in finance and accounting management, or treasury management, preferably in microfinance industry
  • Currently pursuing or has completed ACCA
  • Knowledge of Taxation, IFRS, and NBC’s requirements
  • High proficiency in English: listening, speaking, reading, and writing; Japanese is a plus
  • Computer literacy – MS office, MS Outlook
  • Have a good interpersonal and communication skill, team work, independent, and result-oriented
  • Be good at writing policy and procedure, guideline, and instruction
  • Ability to handle multiple tasks and complexities as per a number of different projects will be implemented at the same time
