Human Resources Supervisor

Summary of Position

TOA Paint (Thailand) Co., Ltd is the largest decorative paint manufacturer in South East Asia and exporter of premium paint products including decorative paint, heavy paint, wood coating, protective coating, marine coating, chemical construction, aerosol spray and abrasive product. TOA is the leader of innovative and decorative paint manufacturer in South East Asia who offers and supplies a variety of demand by a plenty innovative painting solution system in both household and industrial market. We are loking for Human Resources Supervisor.
The Human Resources Supervisor is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. Being able to devise and implement policies which select, develop and retain the right staff to meet business objectives. HR role is not only dealing with staff welfare and administration-centred activities, but also strategy and planning. HR departments are expected to add value to the organization they support.

Main Duties and Responsibilities

  • Checking with Ministry of Labor to know that our TOAC is in line with the labor codes of Cambodia
  • Working closely with various departments, increasingly in a consultancy role, assisting line managers to understand and implement policies and procedures
  • Promoting equality and diversity as part of the culture of the organization
  • Liaising with a range of people involved in policy areas such as staff performance, health and safety
  • Recruiting staff, which involves developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates
  • Developing and implementing policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures and absence management.
  • Preparing staff handbooks
  • Advising on pay and other remuneration issues, including promotion and benefits
  • Undertaking regular salary reviews
  • Negotiating with staff and their representatives (for example, trade union officials) on issues relating to pay and conditions
  • Administering payroll and maintaining employee records
  • Interpreting and advising on employment law
  • Dealing with grievances and implementing disciplinary procedures
  • Developing HR planning strategies, which consider immediate and long-term staff requirements
  • Planning and sometimes delivering training - including inductions for new staff
  • Analyzing training needs in conjunction with departmental manager

Minimum Educational Level Required

Bachelor's Degree

Experienced (Non-manager)

Languages Required

Good at English and Khmer

Qualification Requirements

  • Cambodian Citizen is preferred.
  • Female
  • Bachelor’s degree of Human Resources, Organizational Development, Business and Administration, Public Administration or related field
  • 3 - 5 years experiences in working Human Resources field at office (Should have at least 1-2 years of experience as Human Resource Supervisor in a manufacturing company)
  • Proficiency in computer programs, such as Microsoft Word, Excel, PowerPoint, Internet & Email, and database systems
  • Good at English as 4 skills in languages
