Program Coordination Director SLPDPC1509

Summary of Position

A Non-profit Institution working closely with the Cambodian government and parliamentary is looking for a Program Coordination Director.

The Program Coordination Director will be in charge ofassisting the Executive Director withgeneral oversight and strategic management of the organization’s program. 

At least 5 years in senior management experience, including program and project coordination roles.

Written and spoken ability in Khmer, English and French is a plus.

Main Duties and Responsibilities

  • Work with the Executive Director and supervise the Parliamentary Relations Coordinator to ensure smooth, effective and timely communication and cooperation with parliamentarians and the secretariats on all issues relevant program
  • Manage the IT, Library and Knowledge Management, and Communications Officers to ensure coherent, effective and efficient program support on all matters of communications and publications
  • Ensure that the general representation and communication protocols and materials are consistent in presenting a professional image to parliament and external stakeholders
  • Identify and follow up on new business opportunities, and support the Executive Director in any related negotiations
  • Lead the process of developing annual operational plans in collaboration with all other Directors and senior staff
  • Ensure that plans include all necessary activities for achieving the targets in the results framework and have budget support
  • Review and approve short-term work plans for compliance with annual plans
  • Work with the External Relations Coordinator to analyse the findings from M&E activities in order to: track progress against the results framework; identify emerging issues in need of attention; and, distil lessons learned from program implementation
  • Ensure M&E data is appropriately organized, analyzed and written up for donor reporting purposes
  • Keep M&E systems and tools under constant review for effectiveness and propose changes for improvements if required
  • Participate actively in senior management team meetings to contribute to the strategic and operational management
  • Identify and contractshort-term expert consultants for research, development and training support to the organization

  • Masters degree in business, administration, development or related fields
  • Strong knowledge of planning and M&E systems and procedures
  • Strong analytical and reporting skills
  • Political neutrality, honesty and integrity
  • Excellent communication skills to work in a politically sensitive environment
  • Proven experience of effective team leadership and collaboration in a senior management team
  • Knowledge and experience of the Cambodian parliament
