Purchaser

Summary of Position

The Purchaser is responsible for the purchasing and delivering of high quality products or services to suit projects needs at competitive prices. Under the responsibility of a procurement manager, the purchaser manages sourcing, ordering and delivery activities, closely with construction and warehouse teams.

Main Duties and Responsibilities

Sourcing 

  •  Find reliable suppliers according to project requirements.
  • Arrange sourcing including tendering, quotation and negotiations
  • Analyze actual needs and assess alternatives to maximize cost saving
  • Perform market research to identify potential suppliers, new products or services
  •  Prepare quotation summary analyses and make recommendations

Ordering

  •  Collect Purchase Requests (PR) from Project team and prepare purchase order (PO) for approval
  •  Ensure goods and services are bought at the most competitive price and delivered on time
  • Track the delivery of purchases: liaise with suppliers on delivery schedule and communicate with staff and internal customers concerning delivery progress
  •  Receive and check supplier’s invoice vs. PO, delivery note and other support documents

Vendor Performance Management

  •  Meet with vendor representatives as appropriate
  • Responsible of the good relationships with suppliers: follow up the invoice and payment status and give feedback to supplier
  •  Liaise with the company’s external suppliers with particular emphasis on the purchase of service, equipment, materials and components Document and maintain a database of suppliers, product catalogs and standard contracts
  • Strictly comply with procurement policies and procedure

Support

  •  Update price list on a regular basis
  • Review of purchasing contracts and ensure specification, terms and condition are fair and/or in the interest of the company
  • Submits final invoices to the Finance Department

3 years minimum required in Purchasing position

Bachelor's Degree

Languages Required

Fluent in Khmer and English

Other Requirements

  • 3 years minimum in purchasing position
  • Bachelor degree in Business Major or Engineering
  • Good negotiation skills
  • Good problem solving abilities: proposal oriented and solution driven
  • Experience with complex transactions with little supervision
  • Ability to work as a member of team
  • English and Khmer fluent
  • Good computer skills (Excel and ERP)
  • Trustworthy, honest and responsible
  • Flexible and adaptable to different circumstances
  • Curious, rigorous, motivated and willing to learn and develop skills
  • Specific knowledge in construction industry
