Technical Manager

Summary of Position

Teuk Saat 1001, Cambodian registered NGO acting as a non-profit social enterprise that supports community to access to safe drinking water. O-we is provided across the country through water kiosks (water-filtration plants) implemented in rural Cambodian villages, managed by local entrepreneurs, supported by Teuk Saat 1001 services (technical, quality, supply, sales & marketing etc).

TEUK SAAT 1001 is looking for Technical Manager. The Technical Manager is responsible for all the technical activities of the water kiosks. In order to carry out these responsibilities, the Technical Manager will have to travel frequently across the different provinces and regional offices (Phnom Penh, Kampong Chnam, Battambang). He will be based in Phnom Penh.

Main Duties and Responsibilities

Mission 1. Technical

  • Anticipate and allocate the resources (technical officers) and supplies during the pre-opening of water kiosks
  • Train Technicians to ensure they have the requested skills to maintain the process at site level
  • Define - with the support of the Engineering Manager and HR Manager- the content of training for technical team regarding skills improvement needs
  • Identify, prepare and cross check with supply chain / purchasing that the materials fit the water kiosks requirements
  • Coordinate the construction and technical teams to ensure that the construction requirements are conveyed to the project's needs & specificities
  • Initiate Research and Development project for water treatment
  • In charge of Labtech installation for energy and solar supply, ultrafiltration system, and pumping system
  • Ensure that the policies, standards and procedures are applied
  • Report to the Engineering Manager when technical maintenance or assistance to the entrepreneurs is needed
  • Respect site specifications
  • Apply technical directions during the execution of the project
  • Ability to work closely with related department : construction, water quality, etc.
  • Be responsible for preparing regular reports about technical intervention in order to advise Engineering & Innovation Manager on issues or improvements
  • Prepare reports of project status
  • Support the elaboration of local treatment units
  • Manage technical resources within budgeted cost lines and project schedules

Mission 2. Management

  • Manage a team of 6 technical officers
  • Train technicial officers to ensure they have the requested skills to maintain the process at site level
  • Define - with the support of the Engineering Manager and HR Manager- the content of training for technical team to be fully skilled
  • Evaluate the efficiency of trainings

Minimum Educational Level Required

Bachelor's Degree

Other Requirements

Knowledge

  • Senior professional with at least 5 years experience in Technical Management - ideally within water treatment, hydrologics or electrical
  • Bachelor Degree in general management, project management or other areas related to M&E, data collection, data verification or quality control
  • Must have extensive knowledge of specifications and materials
  • Ability to use common data analysis software, especially SPSS
  • Ability to use Geographic software such GIS (arckview, Mapinfo), Epi-info
  • Demonstrated ability in track record, data management including data collection and analysis
  • Good knowledge in electronics, energetics, hydrology and design construction
  • Excellent in Khmer and English both writing and speaking
  • Microsoft Office
