Finance Manager

Summary of Position

Our client is a waste management service provider in Cambodia. They are looking for a Finance Manager who will be in charge of controlling and monitoring daily financial operation across departments. He/ She will be based in Siem Reap.

Main Duties and Responsibilities

Policies and Procedures

  • Design accounting policies and procedures
  • Implement and brief for the new policies and procedures to involving parties
  • Design and set up internal control

Setting up and planning

  • Prepare yearly calendar for finance team
  • Structure and organize finance team
  • Clear define job description among finance team
  • Develop report structure
  • Set up activity plan to make sure report is done on time
  • Develop the efficiency of finance team as support team towards operation team and other teams

Controlling and monitoring daily operation across departments

  • Check and approve on admin budget (food, stationary, cleaning, medicine), special customer billing, pre & post customer billing, weekly incentive, commission (extra service, bin...)
  • Follow customer receivable with CS manager after closing bar code
  • Check on extra service income, branch budgets, monthly payroll SRP, monthly payroll for branches, payment and cosign with GM amount from 500 USD up, Audit Survey, and new customer on field

Financial Reporting and Cooperated reports

  • Review consolidated financial reports to make all accounts is closed properly and reconciled
  • Control fixed assets and inventory
  • Review consolidated tax reports
  • Budget Vs Actual
  • Budget by department
  • Cash flow report

Taxation

  • Check and review on consolidated monthly tax return
  • Declare annual tax return
  • Cooperate and deal with limited tax audit, and tax clearance

Audit

  • Set up internal audit action plan
  • Identify risk for all department and find out the fraud case
  • Coordinate and working with external audit team

System-Microsoft Dynamic NAV

  • Post and suggest for some adjustment needed for closing financial report
  • Check and review on financial reports to make sure the accuracy of the reports
  • Set up and streamline account workflow and recording process
  • Coordinate between system technical support team and finance team to deal with day to day system error, developing and customization reporting
  • Structure and maintain reporting and other official document in NAS server

Other tasks

  • Assist GM to do cash forecasting and budget
  • Staff yearly appraisal for finance team
  • Write official letter to GDT and other public institute
  • Meet with tax officer
  • Supplier visit
  • Branch visit
  • Training staffs
  • Joint operation morning briefing
  • Meet the court for some fraud cash
  • Maintain legal document and company back up and coordinate with outsource agency to process legal document for company up to date
  • Support other departments

Minimum Educational Level Required

Bachelor's Degree

Experienced (Non-manager)

Other Requirements

  • Advanced degree in accounting, business, economics, finance, or a related field
  • Minimum 5 years’ experience working with accounting/finance sectors
  • Excellent written and verbal communication skills, (Khmer and English)
  • Superior mathematical skills
  • Experience providing support/orientation to non-financial managers
  • Strong ethic and commitment working with other departments
  • Independent, resilient, self-motivated and be able to work on own initiative whilst also being team player
  • Be able to communicate and collaborate with colleagues’ partners/managers at all levels
  • Takes responsibilities on own roles and self- directed
  • Highly organized manager
