Human Resource and Admin Manager

Summary of Position

Our client is one of a leading real estate developer in Cambodia. Currently, they are seeking for a Human Resource and Admin Manager who will be responsible for the administration and management of all areas of human resources of the company. He/she will be based in Phnom Penh.

Main Duties and Responsibilities

Human Resource

  • Manages all HR functions including the whole recruitment process, performance management, employee relations, benefits, compensation and labor law compliance
  • Review employee benefits programs across the organization and develop salary range by conducting wage surveys within labor market and conducting job evaluations; and implementing pay structure revisions;
  • Develop company regulation, policy, and procedure and conduct employee orientation and training programs;
  • Assess training needs to apply and monitor training programs;
  • Provide consultation to the manager related to employee relations issues, and managing all disciplinary issues within the company;
  • Maintain historical human resource and company records by designing a filing and retrieval system; keeping past and current records;
  • Deal with Labor Inspector regarding labor law compliance
  • Advice, guide line-manager for the workforce planning;



  • Accurately and effectively manage on petty cash expense of Head Office and all projects plus weekly worker wage expense;
  • Manage on tenders’ and payment process;
  • Ensure the hygiene of the company through supervising cleaners to clean all areas in the company premise
  • Monitor the vehicles and motorbike of company to make sure all of them are in good condition.
  • Work with Ministry of Labor to request for quota of usage of foreign employees
  • Fixed asset and office management;

Other Requirements

  • Master/Bachelor degree in human resource, business administration or related field.
  • Minimum 5 years’ experience in related field.
  • Good knowledge of labor law with sound judgment and problem solving skills
  • Strong management and leadership skills;
  • Be creative, initiative, goal oriented with good inter-personal skills and team spirit
  • Good in Spoken and Written English;
  • English proficiency and computer literacy (Word, Excel, PowerPoint…)
