Assistant Finance Manager
Summary of Position
Our client is one of an international standard airline company which specialized in travel and logistic service. Currently, they are seeking for an Assistant Finance Manager who will be in charge of supporting the Country Manager and local business units to ensure adequate control and compliance of financial operations in the country. Provide analysis to local port and department managers where required. Conduct accounting and finance activities in line with established company policy and local regulatory requirements. He/she will be based in Phnom Penh.
Main Duties and Responsibilities
Compliance – Legal, Taxation, Regulatory Reporting
- Full compliance with all applicable laws and regulations
- Monitor and update country management on new local requirements which may give rise to changes in risk exposure and/or changes in working procedures as required
- Actively assist with the local audit and business registration process
- Prepare accurate and timely returns to government, airport and taxation authorities
Control and Risk Assessment
- Assist in the compliance to company policy and work closely with head office to manage any local deviations
- Ensure proper authorization of contracts and expenditure
- Regularly (at least annually) review finance processes to identify any breaches of company polic
Management and Financial Reporting
- Assist in the timely and accurate recording of revenues, expenses and balance sheet items in the general ledger
- Support the compilation of month/annual accounting schedules, bank reconciliations and account reconciliations
- Assist management to prepare budgetary and ad hoc financial analysis as needed
- Prepare cash flow forecast summarizing cash movements within the port and remit any excess funds to head office
Cost Control
- Assist in the preparation of the annual overhead and route cost budgets
- Assist in the preparation of forecasts as requested throughout the year
- Critically review actual spend compared to budget and work with management to identify specific cost saving opportunities
- Prepare monthly analysis for the Financial Services Manager explaining significant overhead cost variances
- Recommend cost savings wherever appropriate
- Assist business units with local contract negotiations to help secure favorable financial terms and to manage third party contracts with local and head office line departments
Credit Control
- Maintain and comply with a credit policy for appointing new agents and liaise with the sales teams to evaluate potential new agents in line with policy
- Obtain and maintain the necessary security from agents
- Assist to perform an annual credit review of all non-IATA agents and General Sales Agents and conduct a monthly debtors meeting with cargo and sales teams
- Work with the sales teams to stay informed of the financial status of agents to minimize exposure and losses
- Identify any default payments and pursue collection through BSP, bank guarantees, collection agencies, legal etc
- Participate in local external working groups that oversee the setting of the BSP and CASS credit control parameters
Banking and Treasury
- Manage the cash management process, including petty cash, fund transfers to head office and the minimization of idle cash
- Manage the authorized signatory list for local bank accounts
- Ensure banking records are kept up-to-date and that appropriate bank account reconciliations are performed
- Maintain good working relationships with local banks
- Manage renewal and application of all required licenses with local authorities
Business Advisory
- Assist in the preparation of Expenditure Control Committee submissions
- Assist line departments and Port/Country Manager on business analysis for ad hoc projects
- Assist in the monitoring of major business projects as appropriate
- Act as a sounding board on general business issues

- Lead, support and encourage own team to achieve success​

Other Requirements
- At least three-year experiences in Finance/Accounting experience is essential
- Sound accounting knowledge, with post-graduate accounting qualifications (e.g. Chartered Accountant), is considered an advantage
- Knowledge of or experience in the airline industry is an advantage
- Solid understanding of the local market and business practices
- Strong interpersonal skills and an ability to interact with all levels within the organization
- Strong planning, problem-solving and organizational skills with an ability to prioritize and manage multiple
- tasks and deadlines
- Demonstrable experience in leading a high performing team
- A good understanding of organizational policies and procedures is desirable
- Excellent written, oral communication, negotiation and presentation skills
- Demonstrates cultural sensitivity and diplomacy
