Deputy Head of IT

Summary of Position

Our client is an international bank in Cambodia. They are looking for Deputy Head of IT for their office in Laos, who will be responsible for the management and operational activity of this unit. In interaction with banks business units, third parties and technical staff in line with the bank strategy. He/ she will be ready to relocate and work in Vientiane, Laos

Main Duties and Responsibilities

  • Provide leadership to a team of IT officer, engineer, business analyst with the objective to improve the overall effectiveness, efficiency and security of the bank IT system and operations
  • Develop the bank card center activity by improving the overall service quality and security on cards, POS & ATM solutions
  • Coordinate projects within the department, assigning those to your middle management team and insuring they do success in deploying business requirements collection with the business teams, development/parameterization tasks, testing campaigns, training materials and change management
  • Support the bank business teams with their day-to-day operations on the existing internet/mobile/core-banking platforms
  • Work in close collaboration with the Head of IT and IT management to execute & build the IT roadmap providing the required guidelines to your middle management team and allowing you to report on the overall progress of the IT department growth
  • Actively seek and identify opportunities for process improvement, organizational efficiencies and offers solutions
  • Define the annual objectives of the team members, perform and coordinate the yearly performance review
  • Follow-up and monitor cross-platforms issues by defining priorities, co-attend the weekly meetings with the middle management and the third parties to assess on the progress and find solutions
  • Serve as process leader in the development and maintenance of processes and procedures for standard operating procedures and overall quality management
  • Deliver an efficient periodic reporting of the activity to BFL Head of IT
  • Manage the team schedule and approve the annual leave

Other Requirements

  • 10+ years of experience in IT and banking industry
  • Technical background in core banking and/or cards systems (Cadencie and/or Flexcube system preferred)
  • At least 3 years’ experience managing an IT department
  • University/ Engineer school degree, preferably with a focus on IT systems – Master degree
  • Professional proficiency in English (oral and written), Thai is a plus
  • Willing to work within an international team
  • Ability to work semi-independently making sound decisions using good judgment
