Environmental Officer

Summary of Position

Our client is an international construction company in Cambodia. They are looking for an Environmental Officer who will have a variety of responsibilities in managing water pollution, ground pollution, air pollution, noise pollution, waste disposal and recycling and implementing the defined environmentally friendly actions for the project on the site. He/she will be based in Phnom Penh.

Main Duties and Responsibilities

  • Implement environmental policies and practices
  • Devise and implement strategies to meet targets and to encourage best practices
  • Devise the best tools and systems to monitor performance
  • Ensure compliance with environmental legislation and coordinate code compliance inspections with governing officials
  • Organize, develop and follow the environmentally friendly actions defined for the project: waste management and recycling, bamboo filters, plant nursery at site…
  • Organize, develop and follow environmental training according to the program defined for all project participants
  • Prepare monthly environmental reports and their KPIs
  • Performs Environmental audits by agreement with the HSE Manager, keeps an up-to-date schedule of such audits
  • Takes part in internal work meetings
  • Explain for all newcomers the environment system of the project
  • Access, analyze and collate environmental performance data and reporting information to internal staff and regulatory bodies
  • Ensure a safe workplace environment is maintained at all times without risk to health and safety of everyone including workers, staff, other stakeholders and general public
  • Work closely with team members for water reclamation facilities, ground, air pollution control systems and operations that convert waste to energy
  • Monitor the progress of environmental improvement programs
  • Advise corporations and government agencies about procedures for cleaning up contaminated sites
  • Perform daily construction surveillance at project site, provide technical assistance, and prepare daily reports & discrepancy reports to HSE Manager
  • Monitor, verify contract compliance and perform routine contract compliance inspections
  • Interface with all Contractor, Subcontractors, Suppliers and Client Staff as necessary
  • Witness and sentence all site inspections within their disciplines
  • Coordinate all site inspections with the site subcontractors
  • Ensure that all inspection reports are accurate and complied, and that all attached documents are current status
  • Ensure all work is correctly prepared prior to any inspection being undertaken
  • Assist the site HSE Manager in the organization, maintenance and control of the Environment system
  • Liaise with the site construction engineers and provide assistance when requested
  • Prepare Environmental nonconformance reports and assist in developing corrective actions
  • Coordinate with the Client and/or Consultant Staff for the resolution of environmental site problems
  • Compliance with the site’s environmental regulations
  • Make a commitment to achieve the objectives defined in the VCGP Company policy
  • Share and feed-back non-compliance, complaints of the Client and/or Consultant, preventive actions and ideas of improvement
  • Contribute to promote the brand image of the company
  • Keep a lid on company’s information
  • Respect safety instructions and report any unsafe situation
  • Perform other duties as required

Reporting to

  • HSE Manager

Other Requirements

  • Degree in engineering, certified in environmental management or in health and safety.
  • Having civil construction industry (large infrastructure projects) experience of at least 3 years mandatory, especially in environmental management.
  • Ability and creativity in developing friendly actions to the environment; 
  • Good level of leadership and communication skills;
  • Proper delegation and monitoring of team; 
  • Performance management and successive planning;
  • Good in English is a must (business correspondence & verbal at all levels). French is a plus.
