Human Resources Director

Summary of Position

Our client is one of the well- known international schools in Cambodia. Currently, they are seeking a Human Resources Director who will be responsible for developing and executing the whole human resources functions and learning strategies that in line and support the company’s strategic direction.  He/she will be based in Phnom Penh.

Main Duties and Responsibilities

  • Initiates, develops and guides the implementation of HR plans and strategies to support the achievement of the overall business operations objectives
  • Ensure that every aspect of human resources incorporate the vision, values, and culture of the organization
  • Guides and manages the overall provision of Human Resources services, policies, and programs for the entire company
  • Overall talent management strategy including workforce planning; recruiting; hiring; training and development; performance planning, management and succession planning
  • Oversees the organization of the HR Division and lead the improvement of HR processes in order to strengthen the effectiveness of the services delivered to all stakeholders
  • Oversees the development of HR policies by ensuring its alignment to the best interests of the company and employee
  • Oversees the internal communication strategy to keep staff engaged and informed on HR projects and policies
  • Monitors the changes of Labor law and follows up the implementation
  • Policy development, documentation, and implementation
  • Employee safety, welfare, wellness and health
  • Managing external employment agencies, recruiters, and temporary staffing agencies
  • Conduct training needs analysis and designs and implement a training plan with input from Department Heads. Manage any costs to the budget
  • Ensure all staff receives appraisal reports in accordance with company policy and monitor probationary periods and associated reports
  • Deal with any discipline, performance or grievance issues in a legally compliant and professional way
  • Participates and contributes to the relevance management committee for making strategic decision

  • Founder, Chairman and CEO

Other Requirements

  • Bachelor Degree in Human Resources Management or other relevant Major
  • A degree in HR management or appropriate related field experience in Education Industry is a plus
  • At least 10 years of professional experience at a management level in HR
  • Experience in HR policies, practices and procedures
  • Working knowledge of job evaluation system including the use of point factor method
  • Human relations skills including broad and in-depth experience so as to understand, recruit, retain, develop and motivate people
  • Ability to recruit and select staff up to senior management level – using assessment center methodology and approach
  • Organizational awareness and service orientation
  • Experience in conducting management and other training program
  • Good at people management, coaching, mentoring, negotiation and capacity building/development skill
