Our client is a government trust fund, which aims to support the development of a vibrant entrepreneurial ecosystem in Cambodia through providing financial and nonfinancial supports to entrepreneurs, small and medium enterprises (SMEs), startups and partnered ecosystem builders. They are looking for an ICT Leader who will be in charge of managing ICT team with day-to-day operation. She/he will be based in Phnom Penh.

• Manage and Supervise ICT Team
• Understand Data Driven
• Application integration
• Provide concept for implementation such as document tagging, inventory and financial management system
• Provide recommendations and mentorships
• Provide operation manual for IT staff to support office facility
• Able to procure software service or license for office as needed
• Understanding Agile methodology

• Minimum Bachelor's degree in Software Engineering. Candidates with Master or PhD are also welcome.
• Minimum 5+ years’ experiences in ICT
• Candidates are expected to be able to work with minimal supervision and be hand-on in the following area:

1. Backend Stack: Java
2. Mobile Development: Android, iOS, Flutter
3. Frontend Stack: Angular, Bootstrap CSS, HTML, JavaScript
4. Database Skills: SQL, BigQuery, XML
5. Database Vendors: MySQL/Oracle/PostgreSQL/DB2, Firebase Firestore
6. OS: Unix/Linux, Shell Script, File Permission
7. Cloud Stack: Google and Amazon-AWS
8. Opensource technology

• Previously work with web services deployment and able to understand BAU and support function 
• Written and spoken proficiency in English and Khmer, good collaboration, skillful in software development and able to work autonomously.

• Good interpersonal and communication skills
