Network Engineering Manager ( Khmer / English / Chinese ). PP

Summary of Position

CAMBODIAN SINGMENG TELEMEDIA CO., LTD: currently, we are looking for a candidate in the position Network Engineering Manager ( Khmer / English / Chinese ). S/he will work baed in Phnom Penh.

Main Duties and Responsibilities

  • Define network architecture standards, processes, develop and implement cost effective solutions to meet business needs
  • Ensures smooth transmission of data by configuring networks that fulfill the objective of the organization
  • Champions the upgrade of new and existing telecom equipment, hardware, and software
  • Evaluates and updates older networks as required in accordance with specified plans
  • Manage relationship with broad set of vendors providing services and products
  • Provide final escalation support and guidance to all levels of support escalations teams and engineers
  • Design and configure Network equipment such as Huawei Router Switch and router (ME60\NE40\S9600), Firewalls, ONT, GPON, Microwave, Servers, VPNs, application load balancers, secure proxies, quality of service designs, and multicast audio over IP networks
  • Translate technical requirements into functional designs and engineer solutions for existing and developmental workflows
  • Analyze network/infrastructure design and customer requirement performance standards to determine project specifications
  • Conduct tests assuring safe and satisfactory product performance
  • Write and maintain technical documentation in reference to equipment installation and operation
  • Design, install, and deliver complex configurations within deadlines
  • Provide tier 3 support for all production Internet networks
  • Communicate activities, issues, and progress to management/customers in an adequate, concise, and timely manner
  • Lead multiple projects in various phases of development and attend related vendor meetings to track development paths
  • Manage the activities of staff, ensuring short/long term timelines are met
  • Develop and mentor staff to ensure personal and professional growth
  • Manage capital and operating budget
  • Provide coaching, guidance, training, leadership (teachable point of view), opportunity for employee career growth. Facilitate and encourage ideas and participation

Other Requirements

  • Bachelor degree in Computer Science, IT, or related field, or equivalent experience andtechnical training preferred
  • 10+ years of experience in Telecom technology roles preferably in Telco environment
  • Experience planning, designing, implementing, and supporting multi-vendor, multi-platform enterprise networks ideally in a 24/7 customer facing enterprise
  • Demonstrates good understanding of business and financial aspects of IT
  • Expert knowledge of the following protocols and technologies: IP routing protocols,router redundancy protocols including HSRP/VRRP/MLAG, Ethernet protocols includingspanning tree and rapid spanning tree 802.1W, access control, network address translation,quality of service and policy based routing
  • Knowledge with firewalls/ACL/encryption/VPN technology – Huawei Firewall, PAN,Checkpoint and associated protocols (IPSEC/GRE) and secure proxy functionsFully versed in common Internet services such as DNS, SSL, HTTP SNMP, NTP, TACAS,Syslog and other critical network management/administration protocols
  • Experience provisioning and troubleshooting Ethernet, MPLS and other WAN technologies
  • Excellent time management skills, with the ability to prioritize, multi-task, and work undershifting deadlines in a fast-paced environment
  • Proficient in project management practices and standards
  • Basic in Phnom Penn, Cambodia
