Payroll Manager

Summary of Position

A private university in Phnom Penh is looking for Payroll Manager to fulfill their vacancy. The Payroll Manager will be mainly in charge of payroll management and also assist in all aspects of HR functions to ensure the sustainable development and strengthening of HR Department. Also, s/he will develop compensation and benefit policies, procedures and processes for alignment with legal requirements while at the same time ensuring its competitiveness in the market.He/She will be based in Phnom Penh.

Main Duties and Responsibilities

  • Develop compensation and benefit policies, procedures and processes for legal requirements and competitiveness in the market
  • Develop and update salary grading and pay scale for the consistent, transparent and equitable compensation system for all positions across company with the position management standard
  • Prepare annual staff budgeting (including payroll, benefit, allowances… etc.) for the effective and efficient allocation of the budget
  • Develop tracking tools to ensure budget actualization and its projection are in line
  • Ensure on-time and accurate completion of monthly compensation & salary administration and taxation
  • Manage requests for special increases due to retention or counter offers or other promotions
  • Monitor and review the system of performance appraisal and continually develop as necessary, ensuring that annual appraisals are carried out in a timely manner and followed up
  • Conduct staff performance appraisal in conjunction with related department manager and supervisor; Assist with performance appraisal process and annual salary review process
  • Manage Human Resource Information System (HRIS)
  • Gather and analyze market data to measure the competitiveness of the employee’s compensation and benefits package, and make recommendations as appropriate
  • Works with the Director on resolving difficult employee relations matters, to include discipline/discharge and grievance/appeal procedures
  • Assists in the implementation and application of new and existing personnel policy; conduct training and refresher training on internal policy, procedure, and guideline .etc
  • Interprets regulations and policies of all kinds related to Human Resources; reviews policies and procedures for improvement, and develops revisions
  • Develop new Human Resources tools and programs to support management goals and HR strategies and programs
  • Assists the Director and Team in coordinating, developing and presenting human resource related training programs to management and employees
  • Perform other task assigned by Human Resources Director

Experience Required

* At least four years’ experience in human resources management, preferably in compensation and benefits
* At least 2 years’ experience in payroll

Minimum Educational Level Required

Bachelor's Degree

Languages Required

Good command of English

Other Requirements

  • Bachelor’s Degree of Human Resources Management or in a relevant discipline
  • Master’s Degree is preferable
  • Strong analytical and management
  • Knowledge of payroll system management
  • Good computer skills: MS Office, Internet and Email
  • Good communication, coordination, and presentation skills
  • Ability to work with minimal supervision and take initiative in pursuing departmental responsibilities
  • Ability to communicate effectively verbally and in writing; establish and maintain effective working relationships with employees and the public; apply general principles effectively to specific conditions
