Program Officer

Summary of Position

Partners in Compassion - Cambodia aspires to assist vulnerable people, especially those who are infected and affected by HIV and AIDS, to receive equal access to community services, obtain a decent living standard and to live a life of dignity without discrimination or harassment from their communities.

We are looking for a Program Officer is responsible to work with the project team and relevant partners to lead the implementation of the project activities at the provincial, districts, health centre and community level, overseeing project activities in 3 districts of Pursat Province. 

Conversational English and the ability to write in English is preferred.

Main Duties and Responsibilities

  • Work with senior program officer and district officers to prepare detailed work plan, budget and implementing the program activities 
  • ƒWork with senior program officer to coordinate with the provincial department of Health (PHD), Rural Development (PDRD) and Agriculture (PAFF) and other NGO partners to promote the integrated nutrition, hygiene and sanitation in their respective target areas
  • ƒConduct regular field visits to the target districts, health centres, communities and writing field visit report covering challenges and lesson learnt 
  • ƒProvide coaching and mentoring to the district officers and stakeholders to ensure implementation of the project followed the work plan and technical requirements on nutrition, hygiene and sanitation 
  • ƒMobilise relevant government technical departments, NGO partners to work with district officers to organise field demonstration or events on good practices of nutrition, hygiene and sanitation 
  • ƒFollow up with district officers to conduct regular field monitoring and coaching to the relevant community groups such as Village Health Support Group, farmer groups, water user groups,….and target beneficiaries
  • ƒWrite activity report for supervisor and other stakeholders on time 
  • ƒ Manage and review project activities and budget and report to line manager as soon as possible for any under/overspending over 10% 
  • ƒ Prepare catch up plan and coordinate with district officers and stakeholders to speed up unachieved activities 
  • ƒ Monitor the annual work plan, budget and ensure timely implementation 
  • ƒ Ensure all financial activity is carried out in accordance with annual budget allocations and donor guidelines 
  • ƒ Coordinate and support team members and ensure individuals work effectively together to achieve program objectives 
  • ƒ Ensure smooth communication and share information among team members 
  • ƒ Build capacity of district officers to be able to implement the program work plan effectively 
  • ƒ Measure and report progress against project indicators 

Experience Required

ƒAt least 5 years in prior work experience with project development and management and project cycle
ƒExperience with Nutrition and Sanitation/Hygiene
ƒExperience managing program and grants
ƒExperience in working successfully with vulnerable groups, government technical departments, agencies, and private organizations

Other Requirements

  • A degree in Management/Rural Development and Management/Agricultural/Health/Education 
  • An understanding of integrated services (integrate concept Nutrition, Hygiene and Sanitation Program) for children under the age of 5 in the targeted areas and a strong capacity to generate dialogue among a diverse range of groups 
  • ƒAbility to work with government officials and NGOs staff 
  • ƒDemonstrated effective interpersonal skills, creative problem solving, conflict and ethical management skills 
  • Strong commitment for vulnerable children and women and willing to live in area of project intervention
  • ƒAbility to work in a team with patience and flexibility 
  • ƒFamiliarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management
  • ƒLeadership qualities, personnel and team management (including mediation and conflict resolution)
