Safety Officer

Summary of Position

Our client is an international construction company in Cambodia. They are looking for a Safety Officer who will establish an HSE Management System which monitors compliance with the HSE management system. He/she will be based in Phnom Penh.

Main Duties and Responsibilities

  • Conduct pre-operational risk assessments on new sites and design risk mitigation measures
  • Develop all the required documentation, operational checks and reports for the HSE Management System including corrective and preventive measures
  • Provide HSE improvement proposals stating:  the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation
  • Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations
  • Assist local management in the preparation and presentation of field HSE meetings
  • Coordinate and participate in the investigation of accidents and near misses
  • Review and analyze accidents and near miss incidents and making corrective action recommendation
  • Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency
  • Maintain records of such drills, providing recommendations for emergency response improvements
  • Supervise the regular inspection of firefighting, safety and emergency response Equipment
  • Assist in developing and implementing field location emergency response procedures
  • Make a commitment to achieve the objectives defined in the VCGP Company policy
  • Share and feed-back non-compliance, complaints of the customers, preventive actions and ideas of improvement
  • Contribute to promote the brand image of the company
  • Keep a lid on company’s information
  • Respect safety instructions and report any unsafe situation
  • Perform other duties as required

Reporting to

  • HSE Manager

Other Requirements

  • At least 5 years’ relevant experience in Health, Safety & Environment, preferably with marine or building or construction company
  • Knowledge and understanding of health, safety and environment regulations and risk assessment
  • Excellent analytical skills
  • Able to be convincing, communicatively strong
  • Excellent training skills
  • Able to provide detailed audit reports, with relevant required preventive and corrective measures
  • Good in English speaking as well as good in report writing skills
  • Qualified in HSE practices
