Senior Procurement Officer

Summary of Position

Our client is an international construction company in Cambodia. They are looking for a Senior Procurement Officer who will ensures the application of the procurement procedures go smoothly for different internal and external parties. He/she will be based in Phnom Penh.

Main Duties and Responsibilities

  • Handle and support for construction and other departments for sourcing goods and services as requested from departments
  • Coordinate with suppliers for term of payment, commercial invoice and follow up with users/receptionist make the payment on time
  • Preparation of documents required to facilitate branch operation and projects including Requests for Procurement, Requests for Quotations, Tender Evaluation Protocols, Purchase Orders, Contracts and other related documents
  • Make sure and follow up with users for PRs process and process POs on time
  • Oversee the procurement of office and projects supplies and equipment
  • Oversee all logistical arrangement for operational purposes; make all logistical arrangements for branch operation and projects
  • Ensure that all issues related to taxes and government authorizations links to procurement process (communications licenses, legal registration, project authorizations etc.) are managed proactively

Compliance and Coordination

  • The dual goals of company policies (cost reduction) meet requirement of users (Quality & timeliness) and relation with suppliers
  • Uninterrupted supply minimum cost and within the Procurement Policies and Procedures. Negotiate with suppliers for best purchasing package in terms of quality, price, term and delivery
  • Monitor and problem solution between suppliers and users
  • Monitor and coordinate deliveries of goods from suppliers to ensure that all goods are delivered on-time
  • Assisting in ensuring compliance for transactional POs
  • Actively participating in management team meetings by request and be proactively involved in the decision-making processes
  • Ensure efficient delegation of activities amongst team; ensuring each member has clear understanding and shared expectations about output and outcomes of duties.
  • Ensures that all Vinci policies and procedures comply with procedures, and requirements
  • Maintains current knowledge of local government requirements related to procurement matters and ensures compliance with tax regulations and other legal requirements, including audits and reporting

  • Procurement Manager

Other Requirements

  • Degree in relevant field (business administration, finance, logistics, or similar)
  • Recommended a minimum of five years’ experience in an international companies or similar environment
  • Strong computer skills including Word, Excel, PowerPoint, and Outlook
  • Strong written and spoken English skills, knowledge of French would be an asset
  • Proven ability to work well with diverse staff at all levels
  • Willingness to travel is essential
  • Self-initiative, people oriented and strong leadership skill
  • Integrity and good coordination skills
  • Cost/ Result driven with the initiative thinking
  • Good planning & organizing skills
  • Effective Negotiation skills is preferable
