		Deputy HR Manager, ( Khmer / English / Chinese ). Phnom Penh
Summary of Position
CAMBODIAN SINGMENG TELEMEDIA CO., LTD: currently, we are looking for a candidate in the position Deputy HR Manager.
Main Duties and Responsibilities
- Develop, implement, writing, monitor HR regulation/policies and disciplinary procedures for internal process
 - Bridge management and employee relations by addressing demands, grievances or other issues
 - Employee leaves, OT and attendance management system
 - Update staff turnover & Organization Chart
 - Develop talent acquisition strategies and hiring plans. Oversee the recruitment process
 - Maintain pay plan and benefits program including payroll management
 - Nurture a positive working environment
 - Oversee and manage a performance appraisal system that drives high performance
 - Assess training needs to apply and assist in employee retention and development
 - Ensure legal compliance throughout human resource management
 - Labor and compliance documents (Quota, work permit, employee handbooks, etc.)
 - Communicate with external partners, agency, and Ministry
 - Work closely with others Head Dept. and Headcount Recruitment
 - Perform other tasks assigned by manager and top management
 
Languages Required
			Khmer / English / Chinese
			
		
		
			Other Requirements
- Proven working experience as Senior or Assist HRM
 - People oriented and results driven
 - Experience in full-cycle recruiting, sourcing and employment branding
 - Proficient in the use of social media and job boards
 - Experience in attendance and OT management
 - Competence to build and effectively manage interpersonal relationship at all levels of the Company
 - A degree in Human Resource or related field
