Health Safety and Environment Manager


Our client is an international construction company in Cambodia. They are looking for a Health Safety and Environment Manager who will have a variety of responsibilities in health, safety and the environment of the workplace. He/she will be based in Phnom Penh.


General coordination

  • Take part in internal work meetings
  • Perform HSE audits by agreement with the QHSE Director, keep an up-to-date schedule of such audits
  • Prepare or review HSE Plans and Procedures and their updates
  • Put in place the Project HSE Management System and by random survey, see to its application
  • Review the Project Execution Procedures established by construction personnel
  • Ensure the processes needed for the Project HSE Management System are established, applied and maintained
  • Request the intervention of the QHSE Director in the event of difficulties encountered in implementing the HSE Management System
  • Explain, in conjunction with the QHSE Director, the Project HSE Management System to the various players involved if needed
  • Organize and coordinate HSE campaigns, reception, and staff information and training, especially for newly hired staff
  • Take part, with the Site Managers, in drawing up the HSE specifications or requirements for hazardous materials and products
  • Ensure that all execution procedures taking into account the risks to which personnel is exposed
  • Define the emergency plans, in conjunction with the organizations concerned and QHSE Director, and check the dependability of the emergency plans through appropriate exercises
  • Ensure that Project Management promotes awareness among project supervisory staff of the HSE approach and the Client's requirements
  • Establish, in conjunction with the QHSE Director, the HSE objectives and ensures compliance
  • Ensure, in conjunction with the QHSE Director, that all HSE regulations and legal obligations are fulfilled by the project
  • Perform the monthly HSE report


  • Define his personnel and equipment requirements
  • Participate, in conjunction with the QHSE Director, in the selection of his personnel
  • Manage the HSE team under him/her

Purchasing / Subcontractors and suppliers

  • Take part in meetings with subcontractors and suppliers
  • In conjunction with the QHSE Director, carry out surveys, assessment visits and HSE audits of subcontractors
  • Describe, in conjunction with the QHSE Director, the HSE Management obligations to the subcontractors and suppliers
  • Review the subcontractors’ HSE documents
  • Forward to the Subcontractor or Supplier the Client’s observations for amendment of their job

Client / Consultant

  • Is the contact in HSE topics of the Client / Consultant in the site
  • Describe, in conjunction with the QHSE Director, the project's HSE approach to the Client / Consultant if needed


  • Draw up the monthly HSE reports and sends it to the QHSE Director
  • Make sure internal control and checks are introduced. Check, through random surveys, the effectiveness of the system used for the Company's specific activities
  • Follow the Grands Projets QSE Division audits and outside audits, in conjunction with the QHSE Director, lays down an action plan during audit report analysis meetings and checks that the requested corrective actions are implemented
  • Take part in analyzing nonconformities and proposing corrections, determining the causes of nonconformities, and corrective and preventive action
  • Manage, in conjunction with the QHSE Director, all the project QHSE documents
  • Must suspend work execution immediately whenever he is informed of an event endangering human safety
  • Keep an up-to-date library of HSE standards and regulations applicable to the contract
  • Analyse work items in progress to detect any risks and proposes solutions for improvement
  • Ensure the cleanliness of the project installations (cloakrooms, bathrooms,..). and surrounds (fences and car parks)
  • Organize and take part in regular inspections of the project, establish a report on decisions and monitors their execution
  • Analyse all accidents, near misses or incidents
  • Keep up to date HSE file for the Project


  • University degree in related fields
  • At least 10 years of experiences in construction
  • Good communication, customer service and relationship-building skills
  • Good Team working, Organization, time management, Negotiation skills
  • High Attention to detail, Assertiveness, Flexibility, Tact, discretion and diplomacy
  • The ability to be proactive and use initiative: to see what needs doing and to do it
  • The ability to use standard software packages (eg Microsoft Office) and to learn bespoke packages if required
